Moves to end misery for Coltsgate Hill couple

NORTH Yorkshire County Council says it is seeking to minimise the impact that work on the new city centre link road is having on a Ripon family.
Coltsgate Hill residents Antony and Victoria Marshall say they are suffering severe noise and access problems since construction work on the road began in April.
The couple say vibrations from the work had caused damage to their home and is making it difficult to park near their property. They want the council to come up with a solution, such as rehousing them for the duration of the work, which could last until December.
This week a spokesman for the county council said: "The highway improvements in Ripon are being carried out in conjunction with developers in order to improve the services and traffic flows around the city.
"The county council is aware of Mr and Mrs Marshall's concerns over the works and is seeking to minimise the impact on the family. However, the county council is unable to offer compensation to individuals affected by essential highway operations."
Mr and Mrs Marshall said they lost their regular parking space when work began on the retail development west of the Market Place last year.
The couple are currently appealing the council's decision to refuse them a permanent resident's permit to park on nearby streets and, on six occasions, they have received parking tickets when they have needed to park near their home.
The spokesman said: "The granting of a permanent parking permit was refused because Coltsgate Hill is outside the designated zone, which covers Westbourne Grove, St Wilfrid's Place, Rayner Street and St Wilfrid's Road.
"The county council has issued a temporary parking permit to Mr and Mrs Marshall while their appeal is being considered and the permit will remain valid for the duration of the construction works. "
The Marshalls said they had approached the council with possible solutions to the parking issue, such as creating access at the back of their property or the couple buying land for parking.
The spokesman said: "Their proposals for the purchase of land are currently being considered."
